Exchange Server will not "enter maintenance"
I have three MB servers, two at main site and one at DR site.
I have 14 Databases, Database1 to database10, Archive1 to archive3 and testdb.
Databases1 to Database9, Archive1, and TestDB are setup on all three servers.
Database10, Archive2 and Archive3 are only on the two servers at my main site.
When I run the StartDAGServerMaintenance.ps1 script I get the following error:

I have a witness folder configured but it is not in use as I have three MB servers. I am running SP2 rollup 1.
Any suggestions on how to resolve this issue besides putting the databases on all the servers?
